Just a random thought

If the US Fed says that the risk free rate of interest is almost Zero Percent what does it mean to a saver? earning anything higher than Zero will involve risk? Does it mean there is no incentive for saving? Does it mean that any saving is a risk? Incidentally the short term rate at times wanders in negative territory! Does that imply that one dollar today is equal to 99 cents some time down? Oh golly! I am confused.
